[Ruby] formal meetings

I'm open to having "formal" presentations, but I am wary that we'll  
fall back into the same pattern we did before: Eric and I presenting  
every month and nobody else stepping up to the plate. We tried a  
number of strategies to help, splitting into beginner and advanced  
tracks, shorter talk times, etc. But time and time again it wound up  
being (mostly) the two of us and tumbleweeds every time we asked for  
others.

Having the meetings every other month should help as should importing  
people now and then (won't that get expensive?).
