Hi Dean,
Great, thanks this fixed it. For some reason my mongrel_rails cluster::stop wasn't actually killing the process! I just used kill -9 on it and it's back up and running like normal.

You can either find the errant process, kill it and start another one
on the appropriate port or just bring down and restart the whole
cluster. Just make sure to actually stop the cluster and kill any
hangers on before you start it back up.
This is getting into sysadmin-y stuff and it all depends on how your
environment is set up so...YMMV and be careful when taking the advice
of strangers.
