You'll be hurting with only 64 MB RAM (if I understand their promo  
page correctly). I started off with Rimuhosting at 128 MB for about  
$25/month, which is the minimum I would run a Rails site on. (See

rails_full_stack_memory_usage.html ). It has been super reliable and  
I just installed Apache2 + Mongrel this weekend.

Several other companies also have grid computing plans (Amazon EC2,  
EngineYard.com).
