[Ruby] new gem: filebydate - for organizing files like digital photos

Here is a very small gem you might be interested in, if you're looking for a
better system to organize files like digital photos.  Includes both a small
library and script called 'renwdate' which does the main renaming operation.

A first gem attempt from this Seattle.rb member.  Any feedback on making
this better is welcome.  Next version will be hoe enabled (this gem was
built with newgem, and the newest version of that includes hoe suppoert).
