Depends.  Yahoo! makes valiant attempts, attempting to locate 'yuck'  
gave me a city in China.  Some non-US addresses work with Google like  
"Tokyo" but I haven't tried very many.  I think geocoder.us is just  
the Tiger data which is US only.
